Eligibility for BIS
Manufacturers: Indian and foreign manufacturers producing goods under BIS-mandated categories must obtain certification before market entry.
Assemblers: Businesses assembling components into finished products (especially electronics and IT goods) must secure BIS certification for the final product under applicable Indian Standards.
Importers: Importers of regulated products must ensure that those goods are BIS-certified and labelled correctly before entering the Indian market.
Brand Owners / Private Labellers: Companies selling products under their brand name, even if manufactured by a third party, are responsible for BIS compliance.
OEMs (Original Equipment Manufacturers): OEMs manufacturing products or components for other brands must get certification for any product under BIS jurisdiction.
Distributors / Dealers: While not required to apply directly, they must only distribute BIS-compliant products to avoid regulatory action.
Retailers (B2B & B2C): Retailers, both offline and online, must verify BIS marking on regulated products they stock and sell.
Foreign Manufacturers: Overseas manufacturers exporting to India must apply under the FMCS scheme and appoint an Authorised Indian Representative (AIR).
